West Cambridge


The West Cambridge masterplan review project is being undertaken by the University's Estate Management department.  Within the University, it is governed by the West Cambridge Site Development Board and reports into the Planning and Resources Committee and the West and North West Cambridge Estates Syndicate.

The West Cambridge Site Development Board includes:

The University team working on the West Cambridge masterplan includes:


Heather Topel

West and North West Cambridge Developments Project Director

Heather manages the West Cambridge Masterplan Review and is also the Project Director of the North West Cambridge Development where she is responsible for the overall management of the project with the executive team. Heather has a wealth of development and town planning experience having worked on significant residential schemes elsewhere in Cambridge, London and across the UK, and is a former Director at AECOM. Heather is a member of the Royal Town Planning Institute.


Joanna Chamberlain 

Head of Energy and Environment 

Joanna leads the Environment and Energy Section within Estate Management and is responsible for developing and implementing long-term plans to reduce the University’s carbon emissions and improve its environmental sustainability. Prior to joining the University, Joanna was Senior Policy Adviser for Sustainable Development at HEFCE, leading the development and implementation of HEFCE`s sustainable development strategy for higher education in England. She is a Chartered Environmentalist and a Member of the Institute of Environmental Management and Assessment.


Gavin Heaphy 

Construction Director, Infrastructure and Non-Operational Estate 

Gavin is the Construction Director for infrastructure and non-operational estate at West Cambridge and Construction Director for the North West Cambridge Development.  He has responsibility for all design, procurement and delivery of the project works. He has a great deal of experience in the delivery of large and complex projects of varying nature, from commercial offices and business parks to research facilities and residential developments and his most recent role was as Operations Director at the Athletes Village for the London 2012 Olympics. Gavin is a Chartered Builder and holds a Master’s Degree in Project Management.


Amanda Holden 

Travel Plan Manager

Amanda is the Travel Plan Manager for the University of Cambridge and is responsible for devising and implementing travel plans, encouraging residents and employees to make their trips more sustainably.  She works across sites as well as on the North West Cambridge Development and West Cambridge. In previous roles, Amanda has worked for local authorities and consultants to develop transport policy and implement infrastructure and behaviour change initiatives.


Paul Milliner 

Head of Estate Planning

Paul manages the Estate Planning team in Estate Management. He is responsible for preparation of the University’s Estate Strategy, and plans for the development of University sites. Paul and his team advise the University on plans for University capital investment, and space planning, and also provide a town planning service for University building projects. He is a member of the Royal Town Planning Institute.



Brian Nearney 

Commercial Director

Brian is the West and North West Cambridge Development Commercial Director and is responsible for land sales, leasing, legals, estate and facilities management, cost and lifecycle management, procurement and purchasing, and brand strategy for the development. He has over 25 years’ experience in property development and has held development and commercial director positions for a number of PLC and private commercial developers and construction companies both in the UK and Northern Europe.


Biky Wan 

PR Manager

Biky manages the external communications for the West Cambridge masterplan review and works on the North West Cambridge Development, building awareness of and support for the University led scheme.  Biky has a background in PR and Marketing for cultural and non-profit organisations, and is a member of the Chartered Institute of Public Relations.
